?Minority Declaration

Sri Revanth Reddi, President of Congress in Telangana has constituted a committee of seven Muslim Congress men to write the Telangana Congress Minority (Muslim) Declaration , the promises which will be fulfilled to please Muslims, if with their bulk support, the Congress wins a majority of seats to the Telangana Legislative Assembly in the elections due shortly. Here are what Congress may ensure for Moslems in Telangana .
· A mosque will be built in every village and an Imam and Muezzin will be appointed; paid Rs 50,000 and Rs 25,000 p.m respectively, besides a 2 BHK house to each, rent-free.
· The birth days of the 7th Nizam, Kasim Razvi and Mir Laik Ali will be declared public holidays .
· Every Muslim family will be credited in the bank A/c Rs. 5 lakhs under Muslim Bandhu Programme every year.
· 20% seats will be reserved for Mullins in all engineering, Medical, MBA, M.Com etc courses in all colleges in the state.
· Muslim government servants and officers will not be required to attend offices and so law will be enacted to require private establishments too to exempt Muslims from work during Ramzan.
· Muslims with family size of more than 10 will be given 3BHK houses.
· 20% of ministers will be Muslims ; so also ZP etc., Chairman .
· Muslim families with more than ten children will be paid a stipend of Rs. 10 lakhs per year.
· Telangana State (TS) will bear the full cost of pilgrimage to Mecca to every Muslim once in life time.

· Every government School and college will employ at least 2 Urdu teachers and one Arabic / Persian teacher.
· At least one person from every Muslim family will be given a government job.
· Every government official will be required to pass a Urdu proficiency examination just as non- Telugu officers are required to pass an examination in Telugu .
· Congress will have a Muslim as Chief- Minister for 2 years out of its 5 year term.
· Congress will not implement Uniform Civil Code (UCC) if even the Union government enacts it.
· In Telangana (and in all Congress- ruled States ) Shariat laws only in all its contents including crimes like theft, adultery, murder, blasphemy, apostacy, fornication well be implemented. Enough number of Kazis with appropriate levels of proficiency will be appointed to administer Shariat Laws.
· 25% of all elective post in Panchayats, Mandal and Zilla Parishat will be reserved for Muslims
· An Islamic Bank will be established.
· Just as Telugu is compulsory upto class 10 in all Schools in the state, so will Urdu be.
· Urdu shall be used on all signboards in the state.
· Recognized Urdu, Arabic and Persian poets resident in the state will be paid Rs 25,000 p.m
· 25% of government's vacant lands/sites in the state will be made over to WAKF Board.
· Just as during UPA government (2004-14) in the Center, there will be Muslim First Development programs.
· By the year 2047 the "Stigma" minority should disappear. The minority now shall be equal to or become the majority .
· The use of the word “love jihad", will be banned. Marriage of girls from majority community that is, Hindu now, to Muslim boys will not be adversely commented . Such marriages produce composite and secular culture. Therefore they would be encouraged.
· Minorities would not be required to stand up when Islam -offensive Vande Mataram is sung.
· The Arabic inscription in the logo of the Osmania University (which was replaced by a Sanskrit logo after Hyderabad’s integration with India) will be restored.
· No Muslim names of towns and places will be replaced by their former Hindu names.
· The Congress requests the minority to remember the great regard the Congress has for it by recalling that the great Prime Minister Indira Gandhi sent her foreign minister, Frakruddin Ali Ahmad to Rabat (Capital of Morocco) in Sept 1969 at the head of a government delegation seeking admission of secular India to the Organisation of Islamic Co-operation (OIC). The OIC did not admit India as Member as India did not declare itself as an Islamic country. The Congress would strive to be acceptable to the OIC and will renew India’s efforts to be admitted to the OIC.
· The Congress would like the Minority to remember that Gandhiji the uncrowned king of Congress did not resent Maulana Mohammed Ali’s repeated assertion that the Mahatma was inferior to any fallen Muslim of bad character. The incident is recalled to assure the minority that the Congress wont take offence if Islam’s Muslim say any uncomplimentary and derogatory words about Hindus as Congress is devoted to tolerance.

Maulana Md.Ali a leader of the khilafat movement called Mahatma Gandhi a brother when Indian National Congress became a partner of the khilafat movement in the hope that it would lead to Hindu-Muslim unity in the fight for freedom of India. When khilafat movement came to naught as the Sultan of Turney was deposed and expelled, speaking at Aligarh and Ajmere (1924) said:
“However pure Mr. Gandhi’s character may be, he must appear to be from the point of view of religion inferior to any Musalaman, even though he be without character”.
The Statement created a great stir. Many did not believe that Mr. Mohamed Ali, who testified to so much veneration for Mr. Gandhi was capable of entertaining such ungenerous and contemptuous sentiments about him. When Mr. Mohamed Ali was speaking in a meeting held at Amina Baug Park in Lucknow, he was asked whether the sentiments attributed to him were true. Mr. Mohamed Ali without any hesitation or compunction replied.
Yes! According to my religion and creed, I do hold an adulterous and a fallen Musalman to be better than Mr. Gandhi” .
· Congress wishes to recall and reassure minority that Gandhiji, the mentor and leader of Congress did not denounce or did not find fault in 1922 during the Khilafat Movement when the Moslem Moplahs in Malabar desecrated and destroyed Hindu temples, and forcibly converted Hindus and violated Hindu women. Congress’ tolerance is such that " Gandhiji did not condemn the Moplah’s vandalism and demoniac acts against Hindus. He described the Moplahs as “god-fearing” people and declared that “they are fighting for what they consider as religion and in a manner they consider as religious” .
· Congress therefore assures Muslims that their freedom to say and act as per their religion would be respected.
· Localities in towns and cities where the majority population is Muslims will be declared as NoGo areas for property tax collectors and water and electricity meter readers and bill servers.
· In schools and colleges Muslim girls will be exempted from wearing prescribed uniform. They can wear the hijab . So will the boys be given freedom to put on the dress their tradition requires.
· Finally, Congress requests the minority to remember that it was a Congress government that lifted the ban on Majlis Ittehadul Muslameen (MIM) in 1957 and facilitated its spread in the whole of India as AIMIM.
· Lastly but most emphatically in the name of Gandhiji, Nehruji, Indiraji, Rajiv ji, Sonia ji, Rahul ji and Priyanka ji Congress in Telangana pledges its continued patronage to the minority and wishes that Muslims shed the word minority by 2047 and be a proud and equal partner with Hindus to rule India.
