With the destruction of the Kakateeya Kingdom by the invading foreign Armies and rulers and with the Nizam giving away the costal & Rayalaseema districts to the French/British, the Telugu -speaking people came to be divided between Seemandhra and Telengana. Telengana has been groaning under a minority rule for several hundred years. Their aspirations for self -rule had not been fulfilled. Over the years, there has emerged a great disparity in the development of language, culture, natural resources and democratic institutions. That is why in 1956 the States Re-organisation Commission recommended Telengana to be a separate state. Fearing that such a state might be overrun by a Communist -Razakar combination, Andhra Pradesh, including Telengna was formed despite vehement and widespread opposition from the Telengana leaders .
2. There has been no emotional integration between the leaders of political parties and the leading elements in the two regions. In the 1969 movement and movements since 2002 for separate Telengana state, hundreds of lives were lost and the economy and industrialisation have suffered. The only just solution is to create the separate Telengana state without any further delay with Hyderabad as capital.
3. Hyderabad’s development as the capital of Nizam’s state and later, of Andhra Pradesh, has no doubt been contributed by people from different parts of the state and beyond. (In fact all big cities like Mumbai, Delhi, Chennai, Bangaluru and Calcutta are creations of entrepreneurs and people from more or less all parts of the country but that is no reason that such cities should be taken out of their well defined state areas).
5. It is in the last 15 years that phenomenal development and growth has taken place and all that, significantly in the area now constituting the Cyberabad Commissionerate. If the Seemandra people who had contributed greatly to the emergence of this new city and its prosperity feel uncomfortable and insecure, then the Telengana leadership could be generous to agree to Cyberabad as a Union Territory. New Delhi Municipal area is an island within the Delhi state, administered by the Government of India through its Home Ministry. Hyderabad to be the second capital of India was the old idea in the times when armies did not have missiles and Hyderabad could therefore be out of range of our enemies’ bombers. Besides, Chennai& Bengaluru can have equal claim to be the second capital.
6. Therefore, the best solution is to create Telengana state immediately with Hyderabad as capital and possibly Cyberabad alone as a centrally administered area.
