Appeal to leaders of Seemandhra
We request you to kindly make the following statements to the Home Minister, Government of India .
1. We agree to the formation of the new state of Telengana out of Andhra Pradesh . It should no longer be delayed. We demand that along with Telengana, Andhra & Rayalaseema states should also be formed. That is, the present state of Andhra Pradesh should be trifurcated.
2. The whole process should be completed within six months. There should be President’s rule as soon as the formation of Telengana and the re-organisation of the state is announced. Till the Secretariat, Commissionerates and other common offices are properly divided and reconstituted, the Assembly and the Council maybe kept in suspended animation. The entire reorganisation including legislation and relocation of the new States’ offices should be completed within six months.
3. Along with the Bill and Act under which the new states will be created, there must be an Act to ensure an equitable and just sharing of River waters, continuity and security of the government employees hailing from Seemandhra working in Hyderabad, the capital.
4. An arbitrator may be put in place who maybe a retired Justice of the Supreme Court not belonging to or born in any part of Andhra Pradesh, to resolve contentious issues between the States emerging out of the restructuring of A.P. Such Arbitrator’s award should be final and unappealable – such should be the provision in the Act creating new States. In no case could a Gentlemen’s Agreement be a substitute to a statute.
5. The Union Government should substantially and swiftly give financial assistance for the construction of the new capital cities for the Seemandhra States. The Central assistance should also cover the establishment within three years Universities for Agriculture , IITs and IIMs in the new States of Seemandhra .
6. The inclusion or exclusion of border areas in the new States should be on the basis of Mandal as the unit. Public opinion maybe ascertained by referendum conducted during the President’s rule of 6 moths.
